Chile: Senate approves bill on online gambling regulation

(Santiago) – The proposal is set to enter a detailed review phase, with the Economy and Finance Committees tasked with analyzing the measure and submitting their recommendations by September 29.

Chile: Senate approves bill on online gambling regulation

The Chilean Senate approved in general the bill seeking to regulate online gambling platforms, with 27 votes in favor, 3 against, and 5 abstentions.

Finance Minister Mario Marcel explained that online gambling "has grown significantly outside the law" and stressed the need to establish a regulatory framework to oversee its operation, control excesses, and safeguard public trust.

According to the Ministry of Finance, the proposal's main objective is to protect users—especially children and adolescents—, ensure transparency in the management of these platforms' resources, and formalize a sector that currently operates without regulation or taxation.

Furthermore, the bill seeks to create a competitive market in line with other legal forms of gambling, such as lotteries and horse racing. It is estimated that, once implemented, the law could generate tax revenues of more than CLP 84 billion annually.

Marcel also highlighted that this law is linked to the Economic Intelligence Project against Organized Crime, which redefines illegal gambling. To ensure consistency between the two regulations, the online gambling regulation is expected to be approved first.
